Scholarship to Japan under Project for Strengthening the Capacity of Research Activities of Uzbek-Japan Innovation Center of Youth (SCRA-UJICY)

1. Background                         

Uzbek-Japan Innovation Center of Youth (UJICY) was established as an institution attached to Tashkent State Technical University. It is expected that the center serves as a hub for engineering R&D activities of the country. The framework of the Center was laid out by the presidential decree dated September 19th, 2016, which stipulates the structure of UJICY and tasks of related governmental agencies in the launch and operation of the Center. Meanwhile, institutional development of the Center remains an immediate challenge including human resource development.

This project aims to enhance the institutional capacity of UJICY to conduct frontier research for industries therefore corresponds to the priority of the government of Uzbekistan and is expected to contribute to achieving the goals of the country.


2. Objectives                                  

SCRA-UJICY aims to foster young researchers who have higher potentials to implement research activities which will contribute to the reinforcement of industrial growth in Uzbekistan, as well as to further strengthen the relationships and collaborative research activities between Uzbekistan researchers and Japanese researchers.


3. Program Outline

4. Duration                                                           

(1) Overall Program

January 2019 –March 2024 ( approximately 5 years )

Participants will study in Japan for the maximum period of 2 and half years for Master Degree and 3 and half years for Doctoral Degree. Participants will arrive in Japan in September 2019 and 2020.

Standard Timetable

September 2019– March 2023 (Maximum)

-       6 Months as a research student if necessary (See page 7)

-       1 or 2 years as a master’s student

-       3 years as a Doctoral student

 

5. Number of Participants                   

8 participants will be accepted by Japanese universities in 2019. This number is subject to change due to budgetary conditions.


6. Target Participants                                                              

Young researchers who have high potentials for conducting research activities and can commit to work at UJICY after the long-term training in Japan.


7. Fields of Study at Japanese Universities          

Proposed research topics must be relevant to the program objectives to foster potential contributors to solve the development agendas of Uzbekistan, namely Mechanical Engineering & Material Science, Chemistry and Petro-Chemistry, Mining and Deep Processing of Mineral Resources, and Power Engineering.


8. Qualifications and Requirements              

Applicants must satisfy the following requirements:

(1) Nationality

-        Citizen of the Republic of Uzbekistan

(2) Age

-        Between 22 and 40 years of age (as of April 1st, 2019) in principle

(3) Education

-        Bachelor’s degree for Master course

-        Master’s degree for Doctoral course

(4) Commitment to work at UJICY after the program

Applicants are required:

-        to commit to work at UJICY as a researcher after the long-term training in Japan.

(5) English - language Proficiency

-        Adequate English skills both in written and oral communication to complete the master’s / Doctoral course.

(6) Understanding of the Program

-        Applicants are required to have clear understanding of the objectives of the SCRA-UJICY, and to have a strong will to contribute to resolving development issues by conducting research in engineering fields in Uzbekistan while strengthening ties with Japanese researchers for further collaborative research activities.

(7) Others

Applicants must:

-        be in good health condition to complete the program,

-        not receive nor plan to receive another scholarship during the program,

-        attend the activities on the weekends in unavoidable circumstances (ex. official exam)


9. Procedures and Required Documents for Application                                   

Each applicant is required to submit the following documents to UJICY by the deadline set by UJICY. After passing the selection procedure of document screening to 2nd Step, the candidates will prepare the other application documents to Japanese universities explained as 3rd Step below. Then, the successful candidates will finally be approved by the Uzbekistan government as “participants of the program” through a formal procedure.

・  Written oath to commit to work at UJICY as a researcher at least 3 years after the program

(2)    Undergraduate degree / graduate degree graduation certificate.

* Officially certified copies of the original

* Written in English or accompanied with official translation

(3)    Academic transcripts

* Must contain all the grades earned in the university.

* Officially certified copies of the original

* Written in English or accompanied with official translation

(4)    A copy of Passport with photo (for checking nationality, name, sex, and date of birth). National ID and birth certificate are acceptable if you do not have Passport. Certified English translation must be attached if ID is not written in English)

(5)    1 ID Photo (4 cm×3 cm ) pasted on application form (Original and copy) and another 3 same photos.

Notes

  • Research plan can be modified based on the discussion with Japanese professors at the matching procedure. At this moment, research plan should be focused on solving issues of Uzbekistan in the field of Mechanical Engineering & Material Science, Chemistry and Petro-Chemistry, Mining and Deep Processing of Mineral Resources, and Power Engineering.
  • (2) Undergraduate degree / graduate degree graduation certificate and (3) Academic transcripts will be needed when applying for an entrance examination of Japanese universities. Please make sure to acquire officially certified ones by February 2019, otherwise disqualified.
  • For the document screening, only 1 ID photo will be required. Other 3 photos will be required for the application to Japanese universities and approval procedure by the government.

13. Selection Procedures              

*Any costs incurred during the selection procedures including travel expenses to selection venues will NOT BE COVERED in principle.

*The reasons for disqualification on each selection procedure will NOT BE DISCLOSED.

(1)  Screening of Submitted Application for a Candidate

Submitted application documents are to be screened in accordance with the Qualifications and Requirements specified on Page 3-4.

(2)  Interview to Select Candidates (1st Step)

Contents

Interview by UJICY and JICA 

Objectives

To check applicants’ understanding of the program objectives and to select the candidates who proceed to the selection process by Japanese universities.

Venue

To be determined

Results

Applicants who do not have a clear understanding of the objectives of the program may be disqualified at the next step.

 

(3)  Matching to Japanese Professors (2nd Step)

Period

January 2019 – March 2019 (to be confirmed)

Contents

Based on the result of (2), Japanese professors who may become supervisors of the candidates will visit Uzbekistan and interview to the candidates about their research topics. Japanese professors examine the basic knowledge and the capacity of each candidate and select the finalists eligible to take an entrance examination provided by each university.

To match candidates to Japanese professors based on research topics of the candidates

Results

Candidates who have not have basic knowledge and the enough capacity to study in Japan may be disqualified to take an entrance examination by each university.


(4)  Applying to Japanese Universities (3rd Step)

Period

January 2019 - May 2019 (to be confirmed)

Contents

The candidates should prepare the application documents for an entrance examination of Japanese universities.

To apply for an entrance exam of Japanese universities

Notes

-   Application documents of each university will be provided by JICA.

-   Universities may require submitting a certificate of English skills such as TOEFL, TOEIC, and IELTS.

-   Universities require submitting academic transcripts and degree certificates.

 

(5)  Taking an Entrance examination provided by each university (4th Step)

Period

April 2019 - May 2019 (to be confirmed)

Contents

Entrance examination provided by each individual university to select participants of the project.

Objectives

To select participants of the project

Selection and Result

Universities will examine the capacity of the candidates for further study in Japan. The contents of examinations may be different on each university

 

(6)  Approval of the Successful Candidates

Successful candidates who pass the final step of the selection (and JICA Adjustment if necessary) must be officially approved as participants of the program by the respective government and JICA. In other words, each approved participant’s status as “officially dispatched student” should be endorsed by their home countries’ governments. At this stage, every participant is requested to submit Medical history to JICA office for formal procedures.

(7)  Research Student

Some participants will be enrolled as Research students on the basis of university’s decision. Research students are those who utilize their time to prepare for the entrance examination for a master’s courses. Research students are able to join lectures, receive instruction from professors and make use of university facilities. The period for being a research student is limited to 6 months. Participants as research students are requested to study and take examinations for the master’s course within six months. If failed, he /she has to return to his/her home country.


14. Implementation Framework                                                            

(1) Advisory Committee

Advisory Committee consists of the representatives from the related ministries and organizations in Japan, namely the Ministry of Foreign Affairs (MOFA), the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) and JICA. The committee meeting will be held annually in Tokyo in order to monitor the progress of the entire program.

 (2) Japanese Universities

Japanese universities which accept participants in master’s courses and/or doctor’s course will take roles in candidate selection, provision of graduate education and guidance to the participants.


15. Expenses To Be Borne                  

JICA will provide the following expenses for participant of the program.

-     A round-trip airfare (actual cost paid to travel agencies)

-     Fee for Official Entrance Examination Fee/ Admission (actual cost paid to universities)

-     Outfit allowance (general outfit and shipping) (fixed amount)

-     Monthly Stipend: living costs and residence, etc. (fixed amount)

-     Expenses for support programs during the study in Japan, including the costs of observation tours and internship (actual cost paid to universities, etc.)

 ※ Japanese language and/or business manner classes would be offered in the universities. It is recommended to take these classes for smooth adoption to Japanese life and future career opportunities.

 

(Notes)

Above amount of each item will be revised every year.

Other costs should be covered by the participants’ organizations or other individuals.

*Participants are not allowed to work while their stay in Japan.

*To invite family to Japan (spouse and children only), Participants should be responsible for all expenses, necessary procedure by themselves. JICA does not provide any support or additional financial assistance except issuing necessary documents for the process. JICA strongly recommend participants invite their family AFTER 6 MONTHS upon arrival in Japan.
